Public Participation

An extensive public involvement process is associated with each of the major planning, programming, and project decisions made by the SKATS Policy Committee. The SKATS Public Participation Plan (PPP) for the Regional Transportation Planning Process in the Salem-Keizer Metropolitan Planning Area, adopted November 23, 2021, serves as a guide for that process to ensure the ongoing opportunity for broad-based public participation in the development and review of regional transportation plans, programs, and projects.

In addition to the SKATS regional transportation planning process, it is often during the development of a transportation systems plan (TSP) for a city or county, or a planning study for a particular facility that input and suggestions from the public will have the most impact in identifying projects. The resulting local projects feed into the Metropolitan Transportation Plan (MTP).  For more information about planning at the local level, see the below links to the local jurisdictions and organizations.

SKATS also consults with other public agencies at the Federal, State, Tribal, and Local level during the development of updates to the SKATS Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP). The guiding document is the Consultation Process for use During the Development of the SKATS RTSP and TIP, last adopted in February 2020.
