Brooklake IAMP
Adopted March 2023
ODOT started an Interchange Area Management Plan (IAMP) for the Brooklake at I-5 interchange in the fall of 2020. The IAMP was completed in late 2022 and adopted by the Oregon Transportation Commission in March 2023. The study will look at solutions to the existing and forecasted operational and safety issues at the interchange and along Brooklake Road between Portland Road and River Road. The IAMP includes a recommendation on replacing the current interchange.
Bus Stop Improvements

Cherriots is replacing bus shelters and modifying the bus stops to be ADA compliant and more comfortable. Completed.
Completed February 2024. Adoption by Marion County Board of Commissioners anticipated in Summer/Fall 2024.
Marion County and the city of Salem oversaw a study of the Cordon Road/Kuebler Boulevard corridor to determine the multimodal projects needed in the next 20 years. The SKATS Policy Committee received a presentation at their September 2023 meeting.

OR 22W Corridor Safety Improvements

Addressing safety issues along OR 22W from Doaks Ferry Rd to OR 51 (Independece Highway), including selecting funding options for backage roads to OR 22W.
South Salem Transit Center
Completed in Summer 2022
Study to locate and design a transit center in south Salem. A site has been selected and SAMTD is performing due diligence of the property while also examining potential orientations of the transit center. Before purchase, SAMTD must complete a NEPA (National Environmental Policy Act) review of the site and have it approved by the Federal Transit Administration. This should be completed by early 2024. Construction could begin in early 2025 after property acquisition, the design is complete, permits are issued, and a builder selected. Currently, the opening is scheduled for January 2026. Center Street Seismic Study
Completed
This study will analyze the existing structures of the Center Street Bridge for seismic vulnerability. A general plan and cost estimate will be prepared for the identified seismic retrofits to ensure the bridge remains a functional crossing of the Willamette River.
A presentation of the findings after a Value Engineering Study was completed was presented to MWACT at their August 2023 meeting. The river span, east approach (from the bridge span to Commercial St), and the east southbound ramp will be retrofitted. A separate planning study will be required to replace the west approach and west ramp (on the west Salem side of the River). An Emergency Response Plan will be developed, and the city of Salem's water main will be replaced and made seismic resilient as the river span is retrofitted. Design of the retrofit will be completed by Spring 2025 with construction starting in late 2025.
Wheatland Road Mobility Study

The city of Keizer has started a planning study of the Wheatland Road corridor to address existing and forecasted mobility and safety issues.
Salem Rivercrossing

Study of Willamette River bridge crossing alternatives in Salem, including development of a Environmental Impact Statement. The Final EIS and Record of Decision has been completed and is available.
Keizer Revitalization Plan

The Keizer Revitalization Plan will target reinvestment and set new standards for development along Keizer’s central commercial spine.
State Street Corridor Plan
Completed 2018
Project runs from Fall 2015 until 2017 to develop recommendations along the State Street corridor between 12th and 25th Streets.

Interchange Area Management Plan for the Chemawa Road at I-5 interchange. Adopted by Keizer City Council in 2014 and Salem City Council in 2016. To the OTC in 2019.
